Sushi and poke authority navigator · Official-source review October 18, 2026

A sushi or poke menu can look like a short cold-assembly line. The project file behind that line is not short.

Fish species and source affect the parasite-control question. A supplier package can change the thawing procedure. Sushi rice may stay under temperature control, move under a written time-control procedure, or follow an approved acidification process. Those decisions belong in the approval packet before a builder fixes refrigerators, rice equipment, prep wells or service-counter depth.

Sources were checked on October 18, 2026. FDA Food Code 2026 is a model offered for adoption. The applicable state and local authority, approved plans, supplier documents, product labels and accepted operating procedures control the actual operation.

01Start with an authority packet, not an equipment wish list

Create one row for every launch fish, rice method and refrigerated ingredient group. Name the document that answers the question and the person responsible for obtaining it. A floor plan can show where work happens; it cannot substitute for that record.

Cleaning and cross-contactRaw-fish board and knife path, rice tools, produce work, allergen procedure, warewashing route and clean-storage positionsOperator and final builderThe largest removable parts reach warewashing without crossing exposed ready-to-eat food

This is an authority navigator, not an approval checklist. The regulator decides what must be submitted in the operating jurisdiction. The supplier controls its own product records. The operator owns the menu and food-safety procedures. The final builder needs the resulting equipment and workflow requirements in writing.

02Raw-fish records begin with the species and supplier

FDA Food Code 2026 section 3-402.11 provides model parasite-destruction time-and-temperature combinations for raw, raw-marinated, partially cooked or marinated-partially cooked fish served ready to eat. It also lists exceptions, including specified tuna species and qualifying aquacultured fish under stated conditions. Do not turn those exceptions into a menu assumption. Record the actual species, source and supplier statement, then ask the authority how the adopted rule applies.

Section 3-402.12 addresses record creation and retention. Under the model provision, the person in charge records the freezing time and temperature or keeps an acceptable supplier statement when the supplier performed the freezing. The model record is retained for 90 calendar days beyond service or sale. Qualifying aquacultured fish requires its own supplier or aquaculturist statement under the section.

That record path should be visible before equipment selection. If the operator plans to freeze fish on board, the proposal is no longer just a question of fitting a freezer. It raises process, monitoring, documentation, capacity and authority-review questions that must be resolved for the specific product and jurisdiction. Buying a freezer with a low set point does not prove that the required product time and temperature were achieved.

Write the receiving line in practical terms: supplier, package condition, lot or delivery record, received temperature where required, assigned refrigerator or freezer, label check and person responsible. Keep raw-fish containers below and separated from ready-to-eat ingredients according to the adopted requirements and the accepted plan.

The archived Norway Sushi project shows that a sushi application can be organized inside a mobile platform. It is a project reference, not evidence that the same fish process, equipment package or approval route applies to a new U.S. operation.

03Vacuum packaging changes the thawing question

Some frozen fish arrives in reduced-oxygen packaging. FDA Food Code 2026 section 3-501.13 includes specific handling language for reduced-oxygen-packaged fish that bears a label requiring it to remain frozen until use. The package and supplier instructions need to reach the person writing the operating procedure.

Do not draw a generic "thaw shelf." Identify whether the product stays in its package, when the package is opened or removed, where thawing occurs, how liquid is contained and how the opened product is identified. If the trailer itself will vacuum-package seafood, stop the layout release and take that proposed process to the authority. Retail reduced-oxygen packaging can trigger requirements that are not answered by selecting a sealer.

Florida's Division of Hotels and Restaurants provides a useful dated example. Its Special Process page says reduced-oxygen packaging of frozen fish that remains frozen before, during and after packaging requires an approved HACCP plan. It says reduced-oxygen packaging of raw seafood that is not frozen is not allowed without a Process Waiver. That is Florida DBPR guidance, not a nationwide rule; another authority may use a different adopted code or process.

04Choose the rice-control route before assigning counter space

"Sushi rice" is not a complete control method. The operator must describe how each batch moves from cooking to mixing, holding, marking, service and discard.

One route keeps rice under the temperature controls required by the adopted rule and accepted procedure. Another uses time as a public health control with written procedures, marking and discard. A third acidifies the rice under a validated and approved process where the authority requires it. These routes create different needs for hot or cold holding, batch tools, timers or labels, pH measurement, logs and staff training.

FDA's 2026 Food Code added a new Annex 6 section on acidification of sushi rice. That supporting material does not approve an individual recipe or business. Recipe, mixing method, sampling, target limits, meter calibration, corrective action and recordkeeping still need the review required by the operating jurisdiction.

Florida DBPR makes the distinction concrete. Its current Special Process page says using vinegar to render sushi rice non-TCS for room-temperature holding requires an approved HACCP plan and Process Waiver. The same page says rice held under a proper Time as a Public Health Control procedure for no more than four hours and then discarded is not a Special Process in that DBPR path. Use that as a Florida example only, and confirm the exact route with the authority responsible for the planned location.

For the builder, release a rice sheet with the cooker model, batch size selected by the operator, electrical input, steam and heat implications, landing surface, mixing vessel, control route, marking tools, service container, discard point and warewashing path. A rice cooker under a prep counter may block the very pan or sheet-rack space needed by the accepted procedure.

05Design the cold line around verification and replenishment

FDA Food Code 2026 section 3-501.16 uses 41°F or less for cold-held time/temperature control for safety food under the model provision, subject to its terms and exceptions. The useful layout question is how the operator will verify product temperature during a rush and replenish the line without leaving reserve fish or toppings on an unassigned surface.

Show the cold well, undercounter refrigerator, reserve refrigerator or freezer, thermometer, receiving landing and refill path. List the exact pan depths and lids. Open every door and drawer on the scaled plan. Then place two operators in the drawing: one assembles an order while the other retrieves reserve fish, rice, sauce or produce. If a refrigerator door closes the aisle or blocks handwashing, the cold line is not ready.

Refrigeration selection needs more than total cubic feet. Current cut sheets should identify ambient limits, ventilation clearances, electrical load, door or drawer configuration and installation requirements. The operator and equipment supplier should define product load, delivery temperature, refill frequency and the warmest service condition the system must handle. The final builder can then review airflow, utility and service access without inventing the operating assumptions.

Use the equipment and utilities brief for nameplate data and the service-flow guide to test receiving, replenishment, assembly, pickup and warewashing before the counter is released.

06Trace one bowl, one roll and one cleanup interruption

Run the review with the proposed packaging and utensils. Start a poke bowl at the cold well. Start a roll at the rice and cutting station. While both are in progress, interrupt the line for a dropped utensil or a pan change.

The test should settle these points:

  • where unopened fish waits and where an opened package is identified;
  • which board and knife touch raw fish and where they go after use;
  • how rice is marked and controlled under the selected route;
  • how ready-to-eat produce, sauces and garnishes stay protected;
  • where allergen information and cross-contact procedures are available to staff;
  • how reserve ingredients reach the line without crossing customer pickup;
  • where finished orders wait without occupying a food-prep landing; and
  • how the largest pan, rice vessel and removable refrigerator part reach warewashing.

Keep the unresolved questions on the plan. A note such as "supplier parasite statement pending" is more useful than silently treating the fish as approved. A hold point protects the operator and builder from releasing a layout around a menu process that may change.

07Release the trailer only after the handoffs are named

The final packet should contain the launch menu, first operating market, authority contact, fish list and supplier records, rice route, reduced-oxygen-packaging decision, cold-line equipment schedule, workflow drawing, utility data, cleaning path and current operating procedures required for review. Add the document date and the person responsible for every open item.

MOBITRUCK prepares the shell system at its manufacturing operation in Estonia. In the current U.S. path, Concession Nation assembles the rolling shell and, within its signed scope, issues the American VIN and MCO and completes applicable vehicle-certification work for that stage. Concession Nation or another qualified U.S. builder may complete the sushi or poke application under a separate final-build scope.

Vehicle certification does not approve the fish source, parasite-control record, rice process, HACCP plan or food-establishment operation. The operator, suppliers, final builder, equipment manufacturers, qualified trades and authorities retain their assigned work. Current drawings, labels, manuals, accepted procedures, permits, inspection records and signed contracts control the project.
